1.  ACTIVITY OBJECTIVES AND DESCRIPTION:
Industrializing Asia is now struggling to build stable economy, which is supported by many competitive Start-ups and Tech-SMEs. Start-ups and SMEs often promote an innovative business by venturing creative ideas and new markets.
However, in industrializing Asia, Start-ups and Tech-SMEs are exposed to harsh business environment. They have to compete in the open market without economies of scale and scope, as well as the advantage in financing, marketing, and research and development. However, incentives from the government are often misguided and wasted; they are not effective for SMEs’ independent growth.
To deal with this structural problem, it is very important to extend the capacity of Developing Asia’s SME policy makers. Therefore, ADBI in cooperation with Korea University (Graduate School of Management of Technology), Small and Medium Business Corporation (SBC), and Korea Small Business Institute (KOSBI) will organize a Course-based Training in Seoul, Korea. All of the local partner agencies will share their unique policy experience and knowledge regarding this issue to the developing Asian countries.
This workshop will help participants to obtain critical knowledge in SME policies and new policy skills, which are needed for stimulating their respective SMEs to excel in this highly integrated global business environment. Upon the completion of all requirements, an official certificate will be given to the participants.

2.  RELEVANCE TO ADBI’S OBJECTIVES AND STRATEGIC APPROACH:
Issues related to sustainable growth are highly relevant to ADBI’s priority areas in regional cooperation and integration, inclusive growth and sustainable development through knowledge sharing among policy makers and practitioners in the region.

3.  EXPECTED OUTPUTS:
  1. Training government officials in the theoretical and empirical framework of SME policy.
  2. Enhanced knowledge and understanding of current policy issues in the areas of SME policy.
  3. Enhanced dialogue and network between government agencies, academic institutions, and international organizations to promote effective policy making.
4.  TARGET AUDIENCE:
 
The event is expected to bring together more than 36 participants with representation as follows:
 
  • (Invited by ADBI) 15 officials attached to public and private business development service (BDS) providers in ADB developing member countries, especially representing chambers of finance and industry
     
  • (Invited by KU, KDI, SNU) 29 of researchers and government officials.
